It has its own structure, its own units, and its own rules about how a bid must be priced and returned. Confusing the two is one of the most common ways electrical contractors lose marks on price.

This is BidLayer
Different jobs. Often complementary. An estimator or QS builds up a price from drawings, quantities, labour and materials — that build-up is what goes into the numbers a contractor decides to submit. BidLayer does not do that build-up and does not calculate or suggest any rate. What it does is make sure the schedule those numbers eventually get entered into is fully understood: which rates the buyer has actually asked for, in what units, against what quantities, and where those figures sit relative to the rest of the tender's requirements, quality questions and deadlines.
That distinction matters because electrical tender pricing schedules rarely map cleanly onto a standard estimate. A Schedule of Rates for a domestic and communal EICR programme might ask for a unit rate per property, a separate rate per communal board, an hourly rate for supervisors and electricians, a fixed emergency callout charge, an hourly out-of-hours multiplier, a percentage mark-up on materials and a standalone annual management fee — all in one workbook, often across several tabs, with no single place that says "here is the full pricing structure". Missing one of those lines, or pricing it against the wrong unit, is a commercial error that has nothing to do with how well the job itself was estimated.
Commercial requirements
What a buyer's electrical pricing schedule actually asks for.
Real Schedules of Rates for electrical testing, remedial and maintenance contracts typically mix unit prices, hourly rates, fixed charges and percentage adjustments in the same document. BidLayer identifies each pricing line and the unit it is priced against so nothing is missed before the schedule goes to the QS.

Notice how few of those nine lines share a unit. A per-property EICR rate, a per-installation consumer unit rate, an hourly labour rate, a fixed emergency charge and an annual management fee cannot be reduced to a single "price per job" figure — and buyers usually score completeness of the schedule as part of the price evaluation, not just the bottom-line total. BidLayer surfaces each requested pricing line individually, with a link back to where it appears in the tender pack, so a gap in the schedule is visible before submission rather than after clarifications close.

This is not complete workbook automation. Some pricing workbooks are built with layouts that don't process automatically — heavy merged-cell formatting, images embedded in place of text, protected sheets with no visible structure, or pricing tables built as pictures rather than data. Where a workbook can't be read reliably, BidLayer identifies it for manual review rather than presenting a silently incomplete pricing picture.
Where a workbook is supported, every pricing line BidLayer identifies carries a source reference — sheet name and cell, in the same way a PDF requirement carries a page and clause reference — so the person populating the schedule with actual rates can go straight to the right cell rather than re-reading five tabs to find it again.
Quantity and rate conflicts
When the specification and the pricing schedule don't agree.
Electrical tender packs are assembled by procurement teams from several source documents, and asset counts, quantities or rate structures can drift between them. BidLayer's deterministic conflict detection catches the case that matters most for pricing: the same milestone or figure stated differently across documents.

A 60-property gap between two documents changes the effective unit economics of a fixed-price EICR programme. BidLayer flags this kind of discrepancy against the source location in each document so the commercial lead can decide which figure to price against, or raise it as a formal clarification with the buyer before the clarification deadline closes. BidLayer does not decide which figure is correct and does not adjust either document — that judgement, and any resulting clarification question, stays with the bid team.
The same principle applies to rate structures, not just quantities: if a framework schedule requests a single blended labour rate in one appendix but separate electrician and supervisor rates in another, that's a structural conflict worth surfacing before pricing begins, not after submission.
Assumptions & clarifications

A priced electrical tender return usually depends on assumptions about access, scope boundaries and asset condition that were never fully specified. BidLayer's Pricing workspace lets the bid team record assumptions, clarifications and exclusions against the pricing item they relate to, with a source reference, so the commercial position taken is documented rather than left in someone's head.

That matters at submission, when an evaluator or auditor may ask why a price was built the way it was, and it matters again if the contract is awarded and the priced assumptions need to be checked against what was actually agreed.
Because assumptions, clarifications and pricing sit in the same workspace as requirements and quality responses, a change discovered late — a revised asset count, an amended out-of-hours definition — is visible against everything else the bid depends on, not isolated in a spreadsheet nobody else on the team has open.

Is BidLayer electrical estimating software?
No. BidLayer is not electrical estimating, takeoff or quoting software. It does not calculate quantities from drawings, suggest labour or material rates, or produce a job cost. It controls the commercial requirements a buyer has set out in the tender pack — the pricing schedule structure, unit rates requested, assumptions and pricing returnables — alongside the rest of the tender.
Does BidLayer calculate or suggest electrical rates?
No. BidLayer does not calculate, suggest or recommend unit rates, labour rates, mark-ups or any other price. Every commercial figure in a submission is entered by the bidder. BidLayer's role is to surface what the buyer's pricing schedule is asking for, where it appears, and whether the figures requested are consistent across documents.
Can BidLayer read a buyer's Excel pricing schedule?
BidLayer supports XLSX tender workbooks and can identify pricing and commercial requirements within them while leaving the original workbook unchanged. Complex, heavily formatted or unreadable workbook structures may still need manual commercial review, and some workbooks will not process automatically.
Does BidLayer help with Schedules of Rates?
BidLayer can identify Schedule of Rates line items, requested unit rates and pricing structures present in the tender pack and link each one back to its source document and cell or clause. It does not populate rates or produce a priced Schedule of Rates on the bidder's behalf.
How does BidLayer handle conflicting quantities or rates in a tender pack?
Where the same milestone date appears with conflicting values across documents, BidLayer applies deterministic conflict detection and flags it for review. Quantity or rate figures that differ between a specification and a pricing schedule should always be checked manually and raised as a clarification with the buyer if the tender allows it; BidLayer does not resolve commercial conflicts automatically.
Can BidLayer record pricing assumptions and exclusions?
Yes. BidLayer's Pricing workspace can hold assumptions, clarifications and exclusions against specific pricing items, alongside the source reference they relate to, so the commercial position taken by the bid team is recorded rather than left in emails or a QS's notebook. It does not provide commercial or legal advice on what to assume or exclude.
Will BidLayer replace our quantity surveyor or estimator?
No. Rate-setting, mark-up decisions, risk pricing and the final commercial position remain entirely with your QS, estimator or commercial lead. BidLayer's job is to make sure the pricing schedule, its structure and its requirements are fully understood and tracked, not to produce the price.
Does BidLayer work alongside electrical estimating software?
Yes, they typically do different jobs. Estimating or takeoff software is generally used to build up a price from drawings, quantities, labour and materials. BidLayer sits at the tender-management layer: understanding what the buyer's documents actually require commercially, keeping that linked to quality, eligibility and deadlines, and flagging inconsistencies for the team pricing the job.
